On Tuesday, August 5, 2025, I worked my assigned 4:00 PM to 12:00 AM shift in full uniform, operating marked cruiser West-6.

 

At approximately 10:33 PM, I was dispatched to Foundry on Elm, located at 255 Elm Street, for a report of a larceny.

 

Upon arrival, I spoke with the restaurant manager, XXXX, who stated that one of his patrons, XXXX, had her wallet stolen from her purse. Mr. XXXX informed me that the suspect was captured on video surveillance. He then played the footage for me.

 

Upon reviewing the footage, I immediately recognized the suspect as Dean Chaission, an individual I am familiar with as being unhoused in the Davis Square area. I would note that I had just spoken with Mr. Chaission on Holland Street shortly before being dispatched to this call, and he was wearing the same clothing as seen in the surveillance footage.

 

In the video, Ms. XXXX is seen sitting on a bar stool conversing with another patron. Mr. Chaission enters the bar, sits on the stool next to Ms. XXXX, and orders a glass of water. He can be seen looking around the restaurant before removing Ms. XXXX purse, which was hanging off the back of her chair. He then rummages through the purse, removes a wallet, places it inside his pants, and exits the restaurant.

 

I then spoke with Ms. XXXX, who confirmed her wallet had been taken from her purse. She described it as a blue Kate Spade wallet with a stripe. The wallet contained her ID, approximately $3 in cash, and several credit cards. Ms. XXXX stated that she had already placed a freeze on her accounts.

 

I returned to Holland Street, where I had last seen Mr. Chaission, and located him. I approached Mr. Chaission and informed him that I had reviewed video surveillance footage showing him taking a wallet, and that he was subject to arrest. However, I advised him I would give him the opportunity to return the wallet.

 

Mr. Chaission handed me a cell phone and a portable charger, stating this was what he had taken from the purse. I advised him I was looking for a wallet. He then gave me a laptop, claiming he had taken it from the purse but could not locate a wallet. As I was alone in a poorly lit area and had probable cause for arrest, I placed Mr. Chaission in handcuffs and radioed dispatch for an additional unit. Officer Yvon Jean-Jacques (W-5) responded as backup.

 

With Mr. Chaission's consent and pursuant to the arrest, I conducted a search of his belongings in an attempt to locate Ms. XXXX wallet. While searching his backpack, I located a Securitas work ID belonging to XXXX, along with numerous pieces of mail addressed to the same name. Mr. Chaission stated that those items were trash he had found.

 

While Officer Jean-Jacques remained with Mr. Chaission, I returned to speak with Ms. XXXX to confirm whether any other items had been stolen, such as a phone or laptop. She confirmed that only her wallet was missing.

 

I returned to Mr. Chassion, who began leading me around the area of Seven Hills Park in an attempt to locate the wallet. He eventually led me to a nearby shrub area, where I located a wallet matching the description provided by Ms. XXXX. However, all items had been removed from the wallet.

 

I informed Mr. Chaission that he was under arrest. While still in handcuffs, he continued to search the area for Ms. XXXX ID and other items, but without success. He claimed to suffer from amnesia and stated that he has difficulty remembering things. The recovered wallet was returned to Ms. XXXX.

 

Mr. Chaission was then transported to the Somerville Police Station in prisoner transport unit 200 by Officer Joseph Moreira. During transport, Mr. Chaission banged his head against the wall of the unit, unbuckled his seatbelt, and threw himself onto the floor.

 

He was booked in the usual manner by Lt. Paul Anderson.

 

Mr. Chaission is being charged with:

 

Larceny from a person

 

Receiving stolen property

 

All recovered items and surveillance footage will be logged into evidence.
