On Saturday, August 30, 2025, Officer Moreira and I, Officer Souza, in full uniform, were conducting a directed patrol in the area of Assembly Row when security guard XXXX approached our cruiser. Mr. XXXX stated that he received a report from Reebok and Adidas indicating that a male had stolen a pair of shoes from each store. He said that his coworker was actively watching him on camera and saw him enter the family public restroom in the Ava parking lot. He stated that he was carrying a Trader Joe's paper bag filled with items. Mr. XXXX showed us a picture of the suspect and walked over to meet us at the restroom.

We radioed our location to dispatch and S9 Sgt. Van Nostrand and Officer O'Leary responded as backup. We then made contact with the male, later identified as Eduardo Moran-Cabrera. Mr. Moran-Cabrera was placed in handcuffs and detained. We found the same Trader Joe's bag in the bathroom. Inside were two pairs of shoes, a polo shirt, and khakis. We sent Officer O'Leary to Reebok and Adidas to confirm it was their items that were stolen. They confirmed that the items were the same ones in his bag.

Mr. Moran-Cabrera was then read his Miranda rights from a card that I keep on my person. He verbally confirmed he understood. We called the transport wagon to pick him up. While waiting for the transport wagon, Mr. Moran-Cabrera made remarks such as " I know the law, I know everything, you can only write me a ticket." He also stated he got into a verbal dispute with an employee at Adidas. Once Mr. Moran-Cabrera was in the transport wagon, we then went to the stores to see where the clothes came from.

At Reebok, we spoke with sales associate XXXX. She stated that they called to report that he entered the store at 11:15 am and left at 11:20 am. She showed us the shoes, a matching pair that had been stolen. The shoes were valued at $85. These shoes were the same shoes that Mr. Moran-Cabrera was wearing at the time of the arrest. Station officers were notified, and the shoes were taken as evidence.

We then spoke with XXXX, the manager at Adidas. She stated that she called security at 11:30 am. She brought us a pair of the same shoes that matched the shoes in Mr. Moran-Cabrera's bag, for the stolen green Adidas shoes valued at $110. She described the person who stole the shoes, and the description matched Mr. Moran-Cabrera.

Inside the bag was a polo shirt, khakis, and a pair of shoes. Mr. XXXX stated he saw Mr. Moran-Cabrera exit Saks Off 5th Avenue. We visited Saks Off 5th Avenue and spoke with XXXX, the manager, to see if these items belonged to the store. She showed us CCTV footage of Mr. Moran Cabrera entering the store at 11:57 am and leaving at 12:05 pm. In the footage, he took all the items and concealed them in his bag before leaving the store. As he left, he held his bag in front of his face, attempting to conceal his identity and evade the store's sensors. The value of these items totaled $340. The items were returned.

The pair of black and green Reeboks that were taken at the booking window will be entered into evidence. A polo club silver watch and a black hat with an H emblem on it were also with Mr. Moran-Cabrera. These items will be stored for safekeeping, as their origin is unknown to us. He was booked in the usual manner by Lt. Shackelford.

I will be charging Mr. Moran-Cabrera with the following:

3 counts of 266/30A/A Shoplifting by asportation c266 S30A 23C

Respectfully,

Officer Victor Souza #380
