On 8/24/25 I was working Patrol in cruiser E3 on a midnight shift. At around 0258 I witnessed a male walking into the Community Laundry at 10 Bow ST. I saw a sign on the door stating the business's operating hours and noted the establishment was closed. I observed this man for a moment and found him not to be doing laundry. At this time, I also saw another man, later ID'd as Mr. J Pineda, sitting in the business.
I entered it as Mr. XXXX was trying to walk out. He said he wasn't doing anything. I checked on Mr. Pineda and had to wake him up. He smelled of what, I believed to be, an intoxicating substance. He had an open bottle of dark alcohol next to him and multiple items were strewn about his person to include a dead cell phone, a bag and a half eaten pizza slice.
I told him he had to leave. He began to argue with me. I began to inspect the business and noted a urine-like smelling liquid on the floor next to a washer machine. I also observed multiple bottles of alcohol and other trash about the interior. Said trash did not appear to me to be from the business's operations. OFC R Sullivan (E2) arrived at around this time.
Mr. Pineda still had not moved. I had asked him if he needed an ambulance and he said no. He would go back and forth over how much English he understood and he began to call me obscene names. I asked him about him being there and the front door. He told me he broke the door (he later went back on that statement.) The door's locking system seems to be damaged or not in working order. I observed tape around the locking system and what seemed to be possible pry-like marks around the door's lock. With Mr. Pineda unable to provide me with any consistent or coherent information, I placed Mr. Pineda under arrest in order to maximize my chances of getting an ID.
I asked Mr. XXXX for his ID which he provided. Mr. XXXX was compliant during this call and said he did not break the door. He refused to tell me anything of value as to why he was inside. He seemed to me to be under the influence of one or more intoxicating substance(s). I advised Mr. XXXX that criminal complaints for him may be pending.
At this time I requesting the following complaints for Mr. Pineda:

I noted a "no loitering" sign inside the property along with multiple cameras. SPD seems to have been to this business several times this year for calls such as "intoxicated", "fight" and multiple medical related incidents. Last year SPD responded here for multiple calls such as "unwanted", "intoxicated", a well being check and other medical related incidents. I recall previously speaking to owners about the problems and their serious concern about what these incidents were doing to their patrons. I will try to contact the owners to obtain any CCTV footage. While writing this report, I was notified by a Station Officer that at booking, Mr. Pineda gave them a year of birth different that what we found in CJIS.
