I, Sergeant Michael McCarey, report the following summary of events based on interview with the persons named.

                    On Monday, November 10, 2025, I, Sergeant McCarey, was in full-uniform and assigned to duties as Traffic Supervisor operating marked cruiser C214. At approximately 11:30 AM, I was traveling on Foley St. approaching Middlesex Ave. when I observed an individual operating a bicycle fail to stop at the red traffic signal at Middlesex Ave., a public way in the city of Somerville. The operator later identified as Depina KAMERON (DOB XXXX) proceeded to bicycle across Middlesex Ave and onto a paved bike way. As he was crossing the intersection, I activated my emergency blue lights and siren in an attempt to stop them. As we reached the crosswalk at the far end of the intersection KAMERON looked over his left shoulder and increased his speed, failing to stop for my emergency lights and siren for approximately 100 feet, while he increased in speed. Approximately 100' in front of us was an area that is not passable to vehicle traffic. KAMERON continued to speed toward this area. I pulled in front of the bicycle with it on my right side and blocked the paved way coming to a stop on the grassy area beside the paved way. I should note that it was drizzling and wet out, this increased the stopping distance of my cruiser. As I stopped, the bicycle collided with the right front of my cruiser causing KAMERON to fall to the right. I quickly exited my cruiser and went around the passenger side where KAMERON was now standing. I demanded his identification in an attempt to issue him a citation for the traffic infraction. He responded, "for what" and backed away from me. Upon hearing this and seeing him back away I reached for KAMERONs hand to seize him and put him under arrest for failing to identify himself. KAMERON twisted and continued to back away breaking free from my grasp causing me to lose my footing and stumble. As I did this he turned and ran away from me. I called out " stop you are under arrest" and "stop" several times quickly as I ran after him. After about 30' crossing a street, I was able to catch up with KAMERON and grab hold of his backpack strap. KAMERON twisted out of his backpack. The combination of my forward momentum and KAMERONs twisting caused me to fall hard and slide head first into a grassy area. I caught my fall with my hands and right knee but felt a pop and pain in my shoulders. It took me a few moments to get up. I could see 3 officers running my way to assist (S8, E1, A1). KAMERON looped back around to the driver's side of my cruiser. I had KAMERON's bicycle and back pack in my possession as I went back to the driver's side of my cruiser where he attempted to grab for his belongings. I reached for his shoulder area and attempted to control his right arm as he continued to twist out of my control. At this time Officer J. Thompson (East 1) arrived and assisted in controlling KAMERONs right arm. We were able to bring KAMERON to the ground on his stomach and cuff him behind his back. I placed my shin on the back of KAMERONs right thigh to keep him from moving. KAMERON stated "not too tight", referring to the handcuffs and Officer J. Thompson reassured KAMERON that he would not put them too tight. As soon as KAMERON was under control. He was sat up by Officer J. Thompson. I informed KAMERON that he was under arrest as Sgt. P. Canty (S8) called for the prisoner transport unit 200. KAMERON, his personal belongings and bicycle were transported to the station where he was booked by Lt. M. Capasso.
