On May 7, 2025, I, Officer Jorge Morel, was working patrol during my assigned 4 PM to 12 AM shift, in the East Somerville District in full uniform. Officers Anaya (E-4), Campers (E-3), and Ribeiro (E-2) all responded to this incident.

At approximately 6:41 PM, I responded to the area of Cross St. and Chester St. for a check condition. The dispatch was for a male, walking on the bike path towards the East Somerville train stop, kicking people on bikes riding by. The description was a tall, white male with a ponytail, black pants a gray pullover shirt and white shoes.

Upon arrival, Officer Ribeiro, Campers and Anaya had GEORGE MONTEALEGRE handcuffed and sitting on the floor. Officers Anaya and Ribeiro stated that when they arrived, a bicyclist, Mr. XXXX, pointed out Mr. Montealegre and told them that he assaulted several people. Officers approached Mr. Montealegre but he pushed past them and refused to stop. He put his hand in his pocket and refused to remove it, even after being told several times to take it out. Officer Ribeiro and Anaya informed him that they were going to place him in handcuffs for officer safety but he refused and tried to walk away. After a breif struggle, he was placed in handcuffs. After being handcuffed, Mr. Montealegre was acting erratically, twisting his body and yelling incoherently. He continuously told us that his uncle, who allegedly works at "Good Gas," has a lot of money and would be bailing him out.

When I arrived, a bicyclist was pointing at Mr. Montealegre and giving me a thumbs up to indicate that was the suspect. The bicyclist was XXXX.

Mr. XXXX said he observed Mr. Montealegre attempting to kick multiple people walking, bicyclists and vehicles driving on the street. He followed him from the bike path on Chester St. down Cross St. until Flint St, when Officers stopped him. He said he was in such disbelief at what he had witnessed.

I learned through Officer Ribeiro that two individuals flagged her down at the intersection of Chester St. and Cross St, where they interacted with Mr. Montealegre. They told her that Mr. Montealegre was "fucking crazy" and that he was walking down Cross St towards Broadway. Officer Ribeiro and I made our way to Chester and Cross St. There, we spoke to  XXXX and his friend XXXX. Mr. XXXX stated that Mr. Montealegre attempted to deliver a full kick at him without any provocation, but missed. Mr. Montealegre then made a firearm gesture with his hand and told Mr. XXXX that he had a gun and would kill him. Mr. Montealegre then proceeded to punch Mr. XXXX in the chest two times. Mr. XXXX then told me that Mr. Montealegre grabbed a female who was walking by, hugged her from behind, and said, "I want to have sex with you." After speaking with Mr. XXXX and Mr. XXXX, I requested the Prisoner Transport Unit #200 to the scene to transport Mr. Montealegre to the Somerville Police Station to be booked in the usual manner by Shift Commander Lt. Fusco.

Officer Ribeiro and I returned to Cross St. and Flint St. with Officers Anaya and Campers, and Mr. Montealegre. I told Mr. Montealegre he was under arrest. There, Mr. Montealegre began to twist and turn abruptly on the floor, refusing to be arrested. Officers stepped back and told Mr. Montealegre to stop rolling on the floor. Mr. Montealegre then apttempted to kick Officer Ribeiro, lifting his leg and kicking it at her, while saying "I'll fucking kick you bitch." He then kicked me on my ankles, with his sneakers on.

Mr. Montealegre kept insisting that his uncle was wealthy and that he would pay for his bail. Mr. Montealegre then began complaining about the heartburn and chest pain. Mr. Montealegre then looked at Officer Ribeiro and told her, " I'll fucking kick you again". EMS was requested. Mr. Montealegre would not comply with our commands to stop rolling around.

Once Cataldo arrived on the scene, Officers had to remove his handcuffs and place him on the stretcher. He began tensing his arms and pulled away from the Officers as we attempted to handcuff him to the stretcher. Mr. Montealegre was told numerous times to stop tensing his arms and let us handcuff him to the stretcher. After a brief struggle, we handcuffed him. Once handcuffed to the stretcher he made a masturbatory gesture toward Officer Ribeiro and said, "I'll fuck you hard all over your face right now," and told Officer Campers, "I'll fucking kill you.". Once Mr. Montealegre was loaded into the ambulance, he was still being erratic and assaultive. I decided to ride along with EMS for their safety. As I attempted to enter the ambulance Mr. Montealegre told me "I'll fucking kick you" and attempted to kick me again.

During the ambulance transport to Cambridge Hospital, Mr. Montealegre remained combative, attempted to kick me again, and spat in my face. I felt bodily fluids on my face and arms and saw some of it on my vest. EMS personnel XXXX and XXXX provided a face mask, but it broke due to Mr. Montealegre's continued movements. At the Hospital, Mr. Montealegre would not stop his erratic behavior or allow the Cambridge Hospital staff to assess him correctly. Eventually, he was placed in a hospital stretcher and a room. I sat outside and kept a clear sight of him. I saw Mr. Montealegre pull his phone out of his front pocket so I immediately entered the room and took it and told him he would get a telephone call once he was booked at the station. Mr. Montealegre then kicked me again in the chest area and began throw a series of kicks to the wall, he was next to, causing two large holes. Cambridge Hospital Security immediately arrived and secured his leg to the stretcher to limit his movements.

Mr. Montealegre was discharged from the Hospital. I learned through the hospital staff that he had a panel of tests done a month ago, and he tested positive for Hepatitis C. Officer Anaya and Clancy arrived at the Hospital to transport Mr. Montealegre to the station in order to be booked. Once they left, I checked my self into Cambridge Hospital.

I will be filling the following chargers against Mr. Montealegre for the following crimes:

C. h. 272 / S. 53 ACCOST/ANNOY PERSON OF OPPOSITE SEX against Officer Ribeiro.
