On Sunday May 11, 2025 at approximately 1401 hours Officer C. Collette (East-3) and I, Officer Lentini (East-2), were dispatched to 180 Somerville Ave, Target, for a possible shoplifting in progress. The party was described as a black male wearing a black hat and grey jacket. Upon my arrival, I was flagged down by Target Loss Prevention, XXXX, stating the male party just left and pointed at a male walking away from the store with items in his hands. I activated my emergency lights and drove in front of the male party, later identified as Richard PAYNE. PAYNE stopped immediately and place some of the item in through my open car window.

                I exited the car and began to have a conversation with PAYNE who appeared to be calm. I advised PAYNE I would be searching him for any other items and he became agitated. PAYNE stated that he was "over this" and that he was "out of here" and attempted to flee on foot but was not successful. At this point Officer C. Collette place PAYNE in handcuffs for officer safety and to complete the search of his person. PAYNE continued to yell both at officers and the Loss Prevention employees from Target. This caused the Target employees to make their back into the store due to PAYNE's explosive behavior.

                Items were found in PAYNE's cross body bag and down the left leg of his pants. All items were returned to Target Loss Prevention. PAYNE was informed he was being placed under arrest for shoplifting. PAYNE was transported to the Somerville Police Station by 200, Officer Thermidor, and booked in the usual manner by LT Holland.

                Based on the above information I will be filing a criminal complaint against PAYNE for the following:
