Narrative: During the past few months, there has been numerous citizenry complaints about drug use and dealing in Davis Square, especially the Statue Park, Seven Hills Park and West Branch Library areas. Due to these complaints, directed patrols as well as routine surveillance had been established within the past few weeks.
On Tuesday, June 16, 2026, I was conducting surveillance in the Seven Hills Park area along with Sergeant Scott Whalen, Sergeant Timothy Van Nostrand and Detective Robert Pasqualino during the 4PM-12AM shift. At approximately 9:20PM, we conducted a directed patrol a Seven Hills Park due to constant drug complaints, specifically in the Park as well as along the bike path and side streets surrounding it. We observed a male, later identified as Mr. Joey Bosquet and a female, Ms. XXXX walking down the bike path toward Thorndike Street. I would like to note numerous other individuals followed behind them in the same direction. At this time I started to walk on foot down Thorndike Street and across the bike path toward Thorndike and Howard Street. Sergeant Van Nostrand walked Westbound on Holland Street ultimately taking a left onto Thorndike Street in my direction.
While at the corner of Howard Street and Thorndike Street I observed multiple individuals to include Ms. XXXX and Mr. Bosquet huddled together in front of the front steps of 4 Howard Street that drew my attention. I would like to note that Ms. XXXX is well known to me and has prior documented involvement with narcotics-related incidents. I then observed Mr. Bosquet walk away from the group of people back down Howard Street toward Thorndike Street. Through my training and experience, I believe Mr. Bosquet and Ms. XXXX may have been in the middle of a drug transaction.
I was able to stop Mr. Bosquet to conduct a threshold inquiry. As I approached Mr. Bosquet, I had my badge clearly displayed on my outermost garment. Mr. Bosquet had both hands inside of his front sweatshirt pocket while walking toward me. I ordered Mr. Bosquet to remove his hands from his pocket to which he would not comply. I once again ordered Mr. Bosquet to remove his hands from his pocket and he began to move his hands around inside of his sweatshirt pocket. Mr. Bosquet then stated "I can't remove my hands from my pocket or I will go to jail." Due to not knowing what Mr. Bosquet was reaching for or what he had in his possession as well as Officer safety, I physically removed his hands from his pocket and ordered him to put his hands on top of his head and interlock his fingers to which he complied. Sergeant Van Nostrand arrived and placed Mr. Bosquet in handcuffs. Marked Units West-6 Officer Matthew Lorizio and West-7 Officer Brian Clancy also responded as well.
While searching Mr. Bosquet's front pocket, I located a clear glassine baggie containing four other tied up glassine baggies. Inside of those four individually tied glassine baggies were a white rocky substance which I believe, in my training and experience, to be Crack Cocaine. Sergeant Van Nostrand then searched Mr. Bosquet again and found 3 other individually tied glassine baggies containing a white, hardened powder substance inside I believed to be Cocaine, in my training and experience. I read Mr. Bosquet his rights pursuant to Miranda off of a pre printed card Officer Lorizio carries on his person. Mr. Bosquet stated he understood and he did not wish to speak with me.
I then spoke to Ms. XXXX who was walking by. Ms. XXXX stated that she met up with Mr. Bosquet to buy "drugs", but did not receive any due to us being there. Ms. XXXX was ultimately released and left the area.
Mr. Bosquet was transported via marked unit 200 by Officer Guerdy Legros to Somerville Police Headquarters and booked in the usual manner by the shift Commander, Lieutenant Eli Kim. Mr. Bosquet will be charged with the following:
-CH. 94 S.32A Possession with intent to distribute class B
All items were entered into evidence by Sergeant Van Nostrand.
