On Sunday, July 27th, 2025, I was working my assigned 4PM to 12AM shift in the East-1 cruiser. At around 7:59PM, I was in front of Coco Flow Barbershop (85 Broadway), speaking with an individual regarding a past assault. While I was there, several people began yelling near the intersection of Broadway and Cutter Street then two teenaged boys ran towards me, yelling that the woman in the car pepper sprayed someone. At this time, I updated dispatch.
As I ran towards the juveniles, a black Nissan bearing a Massachusetts registration of XXXX, parked in the middle of Broadway. A woman, later identified as Ms. Rachel Peralta exited the vehicle, with no shoes on and began yelling at the juveniles about calling the police on her. She was yelling at one of the male juveniles in particular, about being her nephew and "ratting" her out to the police. The juvenile "nephew" then yelled out to me that Ms. Peralta pepper sprayed the female, juvenile and that the female, juvenile needed help due to the pepper spray in her face. Ms. Peralta then proceeded towards the female, juvenile, later identified as XXXX and said to her, "You wanted to talk all that shit, let's go!" and continued to try and push her way towards her. The juvenile female will be herein referred to as Juvenile 1.
I ordered Ms. Peralta to move her vehicle to the side of the road. While doing so, the juveniles were all still yelling that she pepper sprayed one of them. I ordered the juveniles to go to intersection of Cutter Avenue and Broadway and wait for me there. I then again told Ms. Peralta to move her vehicle. Ms. Peralta was very elevated and it took several attempts to get her in her vehicle to move it out of the middle of the road but she ultimately moved it, still not completely out of the road but more off to the side. She then immediately got out of her vehicle and her and the passenger of her vehicle, proceeded towards Cutter Ave, towards the juveniles, still yelling at them. I physically stopped her and ordered her to back towards her vehicle. I asked dispatch for another unit but Ms. Peralta, her friend and the juveniles would not stop yelling so it was difficult for dispatch to hear my transmission.
The passenger in Ms. Peralta's vehicle walked up towards the juveniles as I was trying to get Ms. Peralta to the side of the road, yelled at the juveniles and caused yet another scene at the intersection of Broadway and Cutter Avenue. She left from the scene and was unable to be identified. She is a black, skinny, female, with long hair and a dark colored shirt. Shortly after, the two juvenile males left the scene as well, unable to be identified.
Officers Gianna Ferrara, Jonathan Thermidor, Robert Hartsgrove and Sergeant Juan Ducasse arrived on scene. Officers Ferrara and Thermidor remained with Ms. Peralta while I spoke to Juvenile 1. Juvenile 1 was extremely emotional and crying that her face was burning. I asked dispatch for Cataldo to decontaminate her. Juvenile 1 also called her mother to come to the scene. Juvenile 1 stated that she was walking by the East Somerville School, to get home when Ms. Peralta saw her, put her vehicle right in front of her to block her from leaving, then exited her vehicle and began to yell at her about being with her man. She then began towards her to fight her so her and Juvenile 1 began fighting in the road. Ms. Peralta then sprayed her several times in the face, body and arm, with pepper spray, while grabbing her. She stated that she pepper sprayed her all over because she was spraying her and trying to grab her and fight her at the same time. She described the pepper spray as being pink and bright. She then cut through the East Somerville School to get away and Ms. Peralta followed her in her car, all the way to Broadway. Juvenile 1 continued on to say that Ms. Peralta has been harassing her non-stop all week. She is saying that she is sleeping with the father of her baby and that she is a whore. She said that she already told Ms. Peralta that she does not know the guy she is talking about but Ms. Peralta has continuously gone to her work, at Stop and Shop and her house looking for her, to fight her over it.
Ms. Peralta told Officers Ferrara and Thermidor that Juvenile 1 was messaging her boyfriend, trying to "get with him" and she was also messaging other girl's boyfriends and that Juvenile 1 was a "whore." When I approached, Ms. Peralta continued on and said that due to Juvenile 1 being a whore and "talking all that shit," when she saw her walking on the street and Juvenile 1 began yelling out, "talking more shit," she got out of her and confronted her to fight her. She then said that Juvenile 1 pepper sprayed her and said that the pepper spray was pink. I asked her if was injured or wanted Cataldo to rinse her face from being pepper sprayed and she said she declined and said that she was fine. She then stated that her left ring finger hurt from the altercation. I had Cataldo evaluate her finger. Due to her complaints, Cataldo provided her with an ice pack. Ms. Peralta declined transport.
I placed Mrs. Peralta under arrest for Massachusetts General Law C.265 s.15A: Assault and Battery with a Dangerous Weapon.
I informed her that her vehicle would be towed. While conducting a motor vehicle inventory search of the vehicle, a cannister of pink pepper spray was located underneath the driver's side seat. I removed it and will secure it into evidence.
Juvenile 1's mother, Mrs. XXXX arrived on scene while waiting for the prisoner transport wagon. Mrs. Peralta, while in handcuffs, attempted to move towards Mrs. XXXX to yell profanities at her. Mrs. XXXX stated that this is an ongoing issue with Mrs. Peralta and that she has been harassing juvenile 1, non-stop. Juvenile 1 and her mother declined transport as well.
Mrs. Peralta was transported to the station by Unit 200, the prisoner transport wagon, operated by Officer Matthew Khoury and booked by Lieutenant Michael Holland.
