This is a brief summary pertaining to incident #25026252:

 

On Monday, May 12th, 2025, I, Officer Thomas Lambert was in full uniform while assigned to marked cruiser East-1 during the 8am-4pm shift. At approximately 10:40am I was dispatched to 341 Artisan Way (Puma) for a shoplifter. East-4 Officer Keighla McAloney responded as well.

 

Upon my arrival I spoke to the puma manager who stated a black male wearing a black puma sweat suit and light blue and white puma shoes stole items from the store. The manager also stated that the male comes in to steal often and always harasses the employees. The male, later identified as Mr. Richard Payne told the manager that he was stealing here and then would be heading to the courthouse due to having court today. Mr. Payne crossed all points of sale without any attempt to purchase the items.

 

I observed Mr. Payne matching the exact description entering the courthouse and appeared to have something bulky tucked under his shirt. I notified Mr. Payne that he was not free to leave and when I attempted to place him in the escort position he pulled away from me and stated "I'm going to court" as well as "fuck you". Due to Mr. Payne's resistive behavior and not complying with my commands I ordered him to place his hands behind his back to which he would not comply and continued to pull away from me. At this time I used a leg sweep to guide Mr. Payne to the ground as Officer McAloney and court officers assisted to place him in handcuffs. While searching Mr. Payne I located a Puma T-shirt and Puma pants under the shirt he had on with the tags still on them totaling $90.

 

Mr. Payne was placed under arrest and transported back to Somerville Police Headquarters by Unit 200, Officer Derrick Dottin. While being booked by the Commanding Officer, Sergeant Steve St. Hilaire, Mr. Payne refused and once began to resist and fight Officers.

 

I would like to note that Mr. Payne was arrested yesterday, (Incident #25026088) by Officer Kyle Lentini for shoplifting at Target.

 

Mr. Payne will be charged with the following:
