On Saturday, November 22nd, 2025, I, Officer Brown, was in full uniform assigned to patrol area West 6 for the Somerville Police Department. At approximately 12:39AM, I was dispatched to Rosebud Indian American Bar, located at 381 Summer St., for a report of a hit and run involving multiple vehicles. West 7 (Lentini) and West 5 (O'Brien) responded as back up.

 

Upon arrival, I was met by several witnesses that stated a female wearing a yellow tank top and no shoes, driving a silver Toyota Corolla, just backed into multiple vehicles and then sped away down Summer St. towards Willow Ave. It should be noted that this accident took place in a city owned parking lot, located between Summer St. and Elm St. across from Davis Square Hand Crafted Donuts & Bagels.

 

We then searched the area for any vehicles with damage and located one vehicle, a Kia EV6 with damage to its rear bumper causing the tail light to break and several dents along the bumper. The vehicle was also pushed slightly onto the curb causing damage to the underside of the front end. The victim, later identified as XXXX, was standing next to it and stated he just got there and wasn't present when the accident took place. I then advised Mr. XXXX what the process was and how to file his side of the hit and run.

 

West 5 and West 7 search the area for the other involved vehicle.

 

As I was about to leave the call and help search for the suspect vehicle, a bystander began yelling that the car was about to drive by. I then got out of my cruiser and approached the car which was heading East on Elm St. in front of Citizens Bank, located at 212 Elm St.

 

I order the driver, later identified as XXXX, to stop and get out of the car, to which she complied. I noticed that there was a passenger, later identified as Zuhey Pastrana, in the front seat barefooted wearing a yellow tank, trying to hid between the glove box and the front passenger seat. I then took the keys out of the ignition to prevent it from becoming mobile again. I asked Ms. Pastrana if she was driving the car beforehand and was involved in a motor vehicle accident. She then began yelling and swearing at me and denying ever driving.

 

I then began to talk with Ms. XXXX as she was the one who was driving at the time of the stop. I ask Ms. XXXX for her ID. She stated that it was in her phone case which was still in the car. I went back to the car to retrieve it and Ms. Pastrana grabbed as I reached for the phone. I asked her if it was her phone or her friends and she once again began yelling and swearing at me.

 

I then ordered Ms. Pastrana to give me the phone or the ID inside and she refused numerous times. Do to her physically interfering with the investigation and preventing me from identifying the driver she was order to exit the vehicle. Ms. Pastrana refused to exit so myself and Officer Lentini assisted her out of the vehicle and she was handcuffed due to her erratic behavior. She was then walked to the sidewalk and sat down. Ms. Pastrana very unsteady on her feet, was slurring her words, and had a strong odor of alcohol beverage on her breath. Officer Lentini stayed with Ms. Pastrana while I got the phone out of the passenger seat and retrieved Ms. XXXX ID.

 

While speaking with Ms. XXXX, I asked her if she was driving when the accident happened and she said she was not. I ask Ms. XXXX who was driving and she stated that Ms. Pastrana was. I asked Ms. XXXX when did they switch seats and she said she didn't know the exact place but somewhere over there, nodding toward Summer St.

 

It should be noted that Summer St. and Elm St. and both public streets in the City of Somerville.

 

I then walked back over to Ms. Pastrana and asked if she would perform a Standardized Field Sobriety Test. Ms. Pastrana refused and continued to yell. I asked her again and she ignored my question. I then informed Ms. Pastrana that she was under arrest for operating a motor vehicle while under the influence of alcohol and leaving the scene of property damage. I walked away as Officer Lentini began to read Ms. Pastrana her Maranda Rights, so I could inform dispatch that we would needed the prisoner transport vehicle and a tow for the vehicle.

 

I then radioed in damage and inventory on the Toyota Corolla while we waited for Stephens Tow Company.

 

Shortly after, the prisoner transport vehicle arrived, driven by Officer Souza.

 

Officer Lentini and Officer Pierre escorted Ms. Pastrana to the back of the vehicle where she was search by Officer Pierre. The handcuffs were then checked for tightness and double locked.

 

I then went back over to Ms. XXXX to inform her what was going on and where Ms. Pastrana was being taken to.

 

As I walked back to the prisoner transport vehicle, Officer Lentini informed me that Ms. Pastrana kicked him while she was being placed in the back.

 

Due to the evidence gathered on scene, Ms. Pastrana will be charged with OUI Liquor 90/24/J, Leaving the Scene of Property Damage 90/24/C, and A&B on a Police Officer 265/13D/A.

 

A breathalyzer test was given to Ms. Pastrana at the Police Station by Officer Radochia. After completion of the test, Ms. Pastrana's results were a .18.
