Narrative: 

On June 19, 2026 I, Officer Keighla McAloney, was assigned to marked unit East-2 along with Officer A. Slattery. At approximately 10:46 AM, we responded to 10 Inner Belt Rd. along with Officer Morel, (East-1), for a report of a hit and run. Two reporting parties contacted Somerville E911, one stating a drunk male took off in a gray Toyota Tacoma and another stating a light gray Tacoma was leaving the scene after hitting a parked car.

 

The witnesses gave Somerville Police Dispatch a Massachusetts license plate of XXXX, a 2019, gray Toyota Tacoma registered to Mr. XXXX out of XXXX.

 

On scene, I spoke with the witness of the entire incident, Mr. XXXX. XXXX stated the following:

 

While driving towards Washington St., approaching the area of 10 Inner Belt Rd. a gray Toyota Tacoma drove directly out of the parking lot of Holiday Inn, 30 Washington St. The vehicle (MA XXXX) struck an unoccupied parked vehicle, later identified as Massachusetts Registration XXXX, a 2019 black BMW X3. XXXX exited his vehicle in attempt to make contact with the operator to which he saw a male party slumped over the wheel unconscious. I'd note, during this time the rear tires of the vehicle were actively spining as if someone had their foot consistently on the gas pedal. XXXX then broke the back passenger window with a sledge hammer, in attempt to gain entry into the car, which he was successful. He woke the operator up, later identified as Mr. PATRICK McGonagle and assisted him to the sidewalk as he was unsteady on his feet. The male was described as a tall, 61 year old, white male with short hair. XXXX also added that the male had a big bruise on his left bicep.

 

As XXXX turned around, PATRICK got back into MA XXXX and left the scene towards Charlestown, Ma. Due to XXXX stating "he has no idea how the driver was able to even drive in the intersection" and the operator, PATRICK was "bruised and unconscious", I requested Somerville Police Dispatch to contact Boston Police Department for a check condition on the driver.

 

At this time, Ms. XXXX exited her residence to report she had recorded the incident after the initial contact. This corroborated the same statement that XXXX had given after the initial impact of the crash. The operator exits the drivers seat of MA XXXX, unsteady on his feet and is a white male in his 60s, short hair with a bald spot on the back, wearing a navy Boston Fire Rescue T-Shirt and beige shorts.

 

Officer Johnson, (TR4) then took over the hit and run scene. XXXX was unable to email officers the video she had taken due to the length. She was advised by Officer Johnson to save the video.

 

Shortly after, Somerville Police Dispatch notified Somerville Police officers that Boston Police officers had the vehicle and operator, PATRICK stopped in front of XXXX. Lieutenant Capasso granted myself and Officer A. Slattery permission to respond to the location.

 

Upon arrival, there were three Boston Police Officers and two Boston EMS speaking with PATRICK. I observed MA XXXX, parked in the middle of the street of Tibbetts Town Way with heavy front drivers side damage and a broken rear passenger window. PATRICK was also wearing the exact clothing I had seen in the video shown by XXXX at 10 Inner Belt Rd. I then spoke to XXXX, PATRICKs son, also the registered owner of the vehicle. XXXX stated the following. His father, PATRICK, arrived at XXXX at 2:48 AM on June 19, 2026, as seen in a neighbors Ring Camera. PATRICK then takes the vehicle without XXXX permission. At 11:00 AM, PATRICK returned to XXXX which was when XXXX observed the vehicle to have front end damage and the rear passenger window to be smashed. XXXX stated a few days ago he lent PATRICK, MA XXXX, however, PATRICK was due to give it back on June 18, 2026. XXXX added the vehicle was dropped off around 12:00 AM on June 19, 2026.

 

I then spoke with Ms. XXXX, the ex-wife of PATRICK. She stated she has an active restraining order (Docket #2604RO00032) against PATRICK and there is an active Section-35 for him as well, regarding substance abuse. XXXX added PATRICK has a drug problem and his drug of choice is "anything except heroin". She stated today while being outside, PATRICK pulled up freaking out saying he had smashed XXXX back window and hit a guard rail, but left the scene. I was provided a copy of the Section-35 out of BMC Charlestown, expiration date of June 24, 2026, however, due to the court being closed it was inactive at this time.  

 

I then went and spoke with PATRICK who was now in the back seat of a Boston Police cruiser. I observed PATRICKs pupils to be constricted, dried blood around his lips, and a bruise on his left cheek. During conversation, PATRICK exhibited mood swings, at times being compliant and thankful for the service of police officers and then angry at times stating he was in the back of the cruiser like a "dog". I'd note, while speaking with XXXX, I observed PATRICK speaking to Boston Police officers making unusual faces and sticking his tongue out. I asked if he would submit to field sobriety tests to which he stated "no."

 

I contacted Lieutenant Capasso with the situation to which he stated to place him under arrest. PATRICK was placed under arrest and escorted to the sidewalk to await Unit-200, operated by Officer Khory. At this time, I read PATRICK his Miranda Warnings he stated he understood and wanted a lawyer.

 

PATRICK was charged with the following:

 

c90 S24/F, OUI DRUGS

c90 S24/P, USE MV WITHOUT AUTHORITY

90/24/C, LEAVE SCENE OF PROPERTY DAMAGE

 

PATRICK was booked in the usual manner by Lt. Capasso. During the booking process after reading PATRICK his charges, Lt. Capasso offered a Drug Recognition Expert (DRE) to respond to evaluate if PATRICK is impaired by drugs to which he politely declined. Somerville Police Dispatch also requested a DRE to respond over Bapren to no avail.

 

During conversation with PATRICKS family and neighbors they all expressed serious worry of PATRICKS drug and alcohol abuse. One neighbor stating she was going to get another Section-35 when this expires because he "really needs help." While awaiting the arrival of Unit-200, PATRICK explained to me that XXXX had beat him up for "taking his car." He stated, being arrested is "what he needs, last time he had something like this happen he became sober for five years." I asked what PATRICK needed to be sober from and his report was "drugs and alcohol." XXXX added that this is getting old and he really needs help with his drug problem. XXXX stated something along the lines of charging PATRICK for use without authority because "fuck that, I want my car fixed, charge him."
