On 11/20/2025, I, Officer McCune, was assigned to marked unit West-6 working for the Somerville Police Department. At approximately 2:44 PM, Officer P. Barton (Bravo-1), Officer Brian Pavao (W-7), and I were dispatched to J.P. Licks located at 36 Davis Square for reports of multiple people using drugs. Upon arrival, I began speaking with the group hanging out in front of J.P. Licks and asked anyone if they had seen people using drugs. As I began to look around to see if I noticed any paraphernalia or drug use, I noticed a male with a black ski mask on openly in possession of a switchblade knife that appeared to be in violation of Somerville City Ordinance section 96-6, which prohibits any person from owning or possessing a knife greater than 2 1/2 inches long. I would like to note that this is an arrestable offense. After making these observations, I approached the party and seized the knife. I then asked this individual for his identification, to which he stated he did not have an ID on him. This party first provided us with the name of XXXX with a DOB of XXXX. A CJIS query was conducted by Officer Pavao and yielded no results for that name. This individual then stated that his name was XXXX, providing officers with multiple dates of birth, which yielded negative results in a CJIS query. I would like to note that, while asking this party for all his personal information, such as his date of birth, he would pause before answering, which only made officers more suspicious that he was attempting to conceal his identity.
At this point, because officers were unable to identify this party due to his untruthfulness, he was placed under arrest for violating Somerville City Ordinance 96-6. Officer Barton eventually identified this individual as TJ CARTER (XXXX) through CJIS. A CJIS query of this name showed that Mr. Carter had 4 Active warrants for his arrest. After Mr. CARTER was placed in handcuffs (DL) and under arrest, he was read his Miranda rights from a card that I keep in my vest pocket. He did not answer when I asked him if he understood his rights. Unit-200, Officer D. Dottin was requested to the scene. Based on department policy, a search incident to arrest was conducted. While conducting this search incident to arrest, I located a cigarette box in one of Mr. CARTER's pockets, and inside was a small knotted glassine bag containing a clear crystal-like substance, which, through my training and experience, I know to be consistent with Crystal Meth. Mr. Cater also had $119.00 and $49.00 in multiple denominations, totaling $168.00, in two separate pockets.
As Officer Dottin arrived on scene, Officer Barton and I attempted to escort Mr. CARTER to the prisoner transport wagon, and that is when he began to resist officers by dropping all of his weight to the ground and going "dead weight". Due to Mr. CARTERS resistance, Officer Barton and I were forced to carry him to the wagon. At this point, due to Mr. CARTER'S resistant and uncooperative behavior, he stuck his leg between Officer Barton's legs, causing Officer Barton to lose his balance and control, resulting in us dropping Mr. CARTER, who, in turn, landed on his head. While on the ground, Mr. CARTER made several attempts to kick officers, and he continued to throw his body around, resisting all efforts to safely place him in the transport wagon. Officer Pavao, Officer Barton, and I all attempted to calm Mr. CARTER down while he was on the ground. Officers eventually got Mr. CARTER into the wagon, and he was transported to the Somerville Police Station. During the booking process, Mr. CARTER refused to be booked, and Cataldo EMS was requested to go to the station for an evaluation. Mr. CARTER was evaluated by Cataldo EMS and refused any and all services. Included in Mr. CARTER'S BOP are multiple charges for resisting arrest as well as assault and battery on a police officer. The knife and knotted baggie of suspected crystal meth were both logged into the SAFE evidence system and placed in evidence locker 3. I also placed violation of municipal ordinance #505875 in Mr. CARTER'S property.
Based on the facts stated above, Mr. Carter will be charged with the following in addition to his warrants(Docket # 2301CR002634, 2501CR000536, 2501CR003733, 2501CR003904) :
1. VCO POSSESSION OF DANGEROUS WEAPONS, SCO 9 96
2. RESISTING ARREST c268 S32B
3. DRUG, POSSESS CLASS B c94C S34
